According to the 21-defendant criminal grievance, the investigation began in March 2023, when legislation enforcement learned from private informants that Dwayne Graham and Dmetrius Brooks – both of those related to the notoriously violent Crips Avenue gang – have been working a methamphetamine distribution ring in Wichita Falls, Vernon, and it
